Overview
Frontline enforcement officers spend their day on patrol, not at a desk. Before the app, the record of that work — cases, incidents, evidence and outcomes — was written up afterwards on paper and in spreadsheets, which meant duplicated effort, gaps in the record, and no live picture of what the team was doing.
The Field Enforcement App moved the whole case lifecycle onto officers' phones and tablets, so recording the work became part of doing the work. A Power BI dashboard on top gives management live oversight of activity and performance.
What was built
- Mobile-first canvas app — used by officers on phones and tablets while out on patrol, not back at a desk.
- Day-to-day case management — the case lifecycle is recorded in the field as part of the normal workflow, with evidence captured at the point of action.
- Performance dashboard — a Power BI report for management oversight, which became the trusted pattern later reused for FPN reporting.
- An extensible platform — built so further processes could be added to the same officer workflow rather than as separate apps; FPNs were the first.
Impact
- Officers' time shifted from paperwork to patrols — annual patrols roughly doubled after go-live.
- A complete, timely record of enforcement activity instead of retrospective write-ups.
- Live management visibility of workload and performance through Power BI.
What it enabled
Because officers already relied on the app every day, it became the natural foundation for further automation. The FPN Digital Transformation project extended it so that issuing a Fixed Penalty Notice happens inside the same case workflow, with the record written straight to the central register.
