Microsoft Power Platform Developer · London

Hi, I'm Michael G. Luca.
I build Power Platform solutions that solve real problems.

Power Platform Developer in the UK public sector with hands-on production experience across the whole Microsoft Power Platform — Power Apps (canvas and model-driven), Power Automate (cloud and desktop flows), Power BI and Dataverse — plus the environments, governance and ALM that keep it running. My solutions are live on frontline services, where they've doubled performance and cut admin time in half.

From the frontline to the Power Platform.

I'm a Power Platform Developer in the UK public sector, where I own Power Platform solutions end to end — from discovery and design through to deployment, governance and continuous improvement. That means real, hands-on work across the whole platform, not one corner of it: canvas and model-driven Power Apps, cloud and desktop Power Automate flows, Power BI models and reports, Dataverse data design and security, and the environment, DLP and ALM administration underneath.

My background in law enforcement and community safety sets my work apart. I spent years on the frontline of the services I now build technology for — most recently leading a team of enforcement officers — and completed an MSc in Software Engineering alongside the day job. So I understand the operational pressures, the compliance requirements, and what it actually takes for a solution to work in the public sector.

Beyond the Power Platform I also build for the web and for iOS (Swift and SwiftUI), and I care about the engineering side of low-code: proper ALM, CI/CD through Azure DevOps, and solutions the next person can maintain.

Hands-on with the full Microsoft Power Platform.

Not just certified — every product below is something I have built with, shipped to production and support day to day.

Power Apps

Canvas apps for officers on phones and tablets; model-driven apps on Dataverse for back-office case handling. Built, shipped and supported in production.

Live in production

Power Automate

Cloud flows for approvals, notifications, scheduled collection and register writes; desktop flows (RPA) for legacy processes; Teams adaptive cards for data entry.

Live in production

Power BI

Semantic models, DAX, row-level security, scheduled refresh and governed dashboards — from field-team oversight to organisation-wide performance reporting.

Live in production

Dataverse

Relational data models normalised to 3NF, security roles and permissions, alternate keys, roll-ups, auditing, and solution-based ALM across environments.

Live in production

Power Fx & Dynamics 365

Power Fx across canvas apps and business rules; integration with Dynamics 365, SharePoint, SQL Server and Azure via connectors, REST APIs and on-premises gateways.

Live in production

Platform administration

Environment strategy, DLP policies, Centre of Excellence governance, licensing and capacity decisions, and CI/CD pipelines through Azure DevOps.

Live in production

Power Pages

External-facing sites on Dataverse — authenticated access with web roles and table permissions, forms and lists bound to the same data model as the internal apps.

Live in production

Copilot Studio

Conversational copilots with topics, generative answers over organisational content, and actions that call Power Automate flows and Dataverse to get things done, not just answer.

Live in production

AI Builder

Prebuilt and custom AI models — document and form processing, text recognition and prediction — used inside apps and flows to take manual reading and re-keying out of processes.

Field Enforcement App

Mobile-first case management for a public-sector enforcement team. Officers record activity, evidence and outcomes in the field instead of writing up afterwards, with a Power BI dashboard for live management oversight — the platform later projects build on.
